Chengdu Engineering Co., Ltd of China Light Industry （CDEC）, formerly named China Light Industry Chengdu Design Institute, was founded in Sep. 1958. After recognition in Dec. 2002, it was transformed into a state-owned holding company. And CDEC has become a wholly-owned subsidiary of listed China Haisum Engineering Co.,Ltd ( Shenzhen code 002116) that under the China Light Industry Group Co. Ltd, a subordinate company of China Poly Corporation Ltd. CDEC is a science and technology service company, providing engineering consultation, engineering design, project supervision and project general contracting. It have passed quality, environment and Occupational Health & Safety Management System authentications and was approved as “High-tech Enterprise”, “Sichuan Re-contract and Trustworthy Enterprise” “Chengdu Model Enterprise” as well as “Chengdu Enterprise with Harmonious Labor Relations”.

CDEC now employs more than 370 people, with more than 350 have acquired state-registered professional qualification. Among them, there are more than 100 people with senior titles and more than 170 are registered professionals in architecture, structural engineering, chemical industry, electrical engineering, public equipment, urban planning, consulting, environmental assessment, supervision, cost, construction and other fields. Engineering technicians account for more than 90% of the total number of these employees.

CDEC holds Engineering Design Qualification Certificate, Engineering Cost Qualification Certificate of Class A, Comprehensive Qualification Certificate of Project Supervision, Pressure Pipeline Design License and Engineering Consulting Grade A Credit Certificate in industries like light textile, construction, commercial grain, electric power, environmental engineering, chemical, petrochemical, medicine, municipal administration, agriculture and forestry. After more than 60 years of development, CDEC has formed a complete business chain in the field of engineering construction, including engineering consulting, design, supervision/project management, engineering general contracting, and whole-process consulting, which can provide owners with high-quality whole-process services.

Over the past 60 years, CDEC has undertaken more than 5000 projects, which includes domestic and international engineering consulting, engineering design, engineering supervision and engineering general contracting, winning nearly 200 awards, among which the Project of Bamboo Pulp of Guangan Huaying and the Project of Bamboo Fiber Pulp of Yibin Tianzhu were awarded the first prize of the Ministry of Excellent Engineering Consulting; the Overall Relocation Technical Renovation Project of Yibin Paper Co., Ltd. won the first prize of Light Industry Survey and Design; Burma Sugar Factory won the “Silver Key Award of General Project Contracting” from China Survey and Design Association and China Engineering Consulting Association; Sichuan and Chongqing China Tobacco Great Wall Cigar Factory won the first prize of national Excellent Engineering Consulting Achievements, and was recommended as an excellent survey and design project in the “National Survey and Design Industry Celebrating the 70th Anniversary of the Founding of New China Series Promotion Activities”; Gansu Tobacco Industry Co., Ltd. Tianshui Cigarette Factory Technical Renovation Project won the “Flying Gold Award” ; The Off-site Reconstruction Project of Dongqi Hanwang Production Base and the "12th Five-Year Plan”Technology Transformation Project of Shanxi Kunming Tobacco Co., Ltd. were awarded “Luban Award” by the Ministry of Housing and Urban-Rural Development.
